Abstract

This paper analyses the importance of the institutional framework for the EU’s consolidation as a security actor. The focus is on the EEAS as the main tool for the High Representative. It highlights some of the EEAS’s weaknesses revealed over time. These have an impact on the CSDP and, in general, on the foreign policy decision-making process. Formal review of the EEAS already started.
