Abstract

The Common Security and Defence Policy of the European Union is far from reaching the development level envisaged by the Lisbon Treaty, especially in terms of military cooperation and defense capabilities. In the future, the existing capabilities must be optimized and new ones developed, the specialization of functions of the member states must go on, and the different programs should be integrated, everything under the political guidance of the European Council.
